Strange Issues with Correction

Im having this strange issue with a car Im working on. It seems to be getting worse. If I wait 5 minutes and then start the car I do not have an issue but it will not start right back up if I shut the car off.
The ECTc and IATc both get pinned at -100% and the car will not start. IATs are normal, between 80-115 degrees. Water Temps look nomal. If I wait 5 minutes the correction drops to 0 or just a few degrees off and it will start.
