TPS Scale (min) and Overrun Fuel Cut-Off (TPS)

My throttle closed reading is 0.49v. This gives a TPS (min) scalar -0.29% (negative). Is this OK or is it better to get it adjusted to 0.51v (marginally positive)?. This has got me thinking....please share your experience/know-how

Does Overrun Fuel Cut-off (TPS) need a positive (+ve) percentage like 0.1% or will it function OK when if -1.0% is input
The help file says that Scalar TPS (min) should be read with the engine off.
Mine is 1.45% (0.41v)

With the Engine idling is -0.29% (0.49v) - Is the difference versus the TPS scale min -1.45% (0.41v) of normal? Is Throttle cable too loose or too tight, i cant figure it out....please comment.
