I would like to know which Rev Limiter (Fuel or Fuel + ignition) is best for a NA setup with NO Nitrous.

It really doesn't matter.

If I remember correctly, I found that ignition only was faster/smoother than fuel only and that both was smoother still. Unless for some reason you want fire in the exhaust system, I would always cut fuel. I know this was not part of your question.
So to sum up, I use both with NA and no nitrous.
And with ignition cut, you also get the tach reminding you.

I have no experience with boosted engines or nitrous.
I just wanted to give my first hand experience that directly related to the question. Nitrous, you might want to do something differently; boost you might want to do something differently. Even NA you might want to do it differently.
I found for my daily driver that both was smoother and safer.
I remember long ago getting the distributor in a tooth or two off ('67 Ford 390) and blowing the muffler up after prolonged starting attempts.
