Understanding values in Boost by gear!

A buddy of mine also new to S300 sent me his boost by gear setup which his tuner setup. It looks similar to mine after looking at mine and I was hoping someone can explain why a tuner would setup boost by gear this way?

I can see going from 14psi to 14.7 then 15 but why back down to 14.5psi? is it a safety issue to compensate for boost creep possibly?

It is impossible to say. You would have to ask whoever set it up that way.

Ok I will have to do that, i plan on changing it but not sure if i should follow that convention or do what most do is set it up so its progressive and it increases
