Bad P28 or S300

Rywire Custom Harness

The problem I am having is the ecu doesnt turn the fuel pump on (or start). I plugged in a PR3 and the car runs. I replaced the capacitor at C14 because I heard they go bad. Still nothing. So I am wondering if the S300 is bad or the ECU. Before I replaced the harness everything ran fine. I know the harness is good because with the other ECU, it runs. I would try another P28 w/S300 but no one around here has one. I live in 29 Palms, CA and its in the middle of nowhere so there isnt a local dealer anywhere.
I didnt want to buy another socketed P28 and then later find out the S300 is bad.
Any ideas would be greatly appreciated.

SO it runs on an OBD0 ECU, but not an OBD1 ECU. Have you changed the distributor to an OBD1 Distributor? If you are using an OBD0-OBD1 adapter then it may be faulty or miswired. Try your ECU in a known good vehicle.

As far as the dist. goes its stock. The engine is a '95 so it should be OBD1. I'm not sure how to check. I just know with the PR3 the fuel pump primes before I start it. With my P28 w/S300, it doesn't.
I don't have a another car available to check. Thats the unfortunates of living in the desert.
Rywire built the harness from scratch and Peter swore by it. They built it for my setup.

Ryan does great work. Hardly any of his harness' are faulty.

Try the p28 ECU in a different car and see if it works

What year model cars? I know like 92-95 civics but any others?
