Water temperature fuel compensation cranking

My car starts right up when cold, but its a different story when warm.
I read a bit and seem to have a good grasp on what approach to take here. I have been datalogging at different ECTs in order to make adjustments to the calibration that says "Water temperature fuel compensation cranking :?: "
Does anyone know why in hell is this calibration set all the way to -18 degrees F but only goes to 197? I know that I can change those numbers, but before I start messing with that I would like to know if there is a reason.
I can see in Florida getting even to 30 deg F. I would like to change it to maybe 0 deg F to 215 degrees F
