ECU Locked ?? Hondata Help...

stupid question
First, we are in Spain (europe)
in the workshop have a car with a hondata ecu, serial number
xxxx-RRB-A13 (American) but the dealer has sent us an FLASHPRO for Europe (I saw too late), the mechanic has tried to download and upload an electronic... now check flashpro ok, obd ok, but no ecu given signal.
Has been blocked? can we unlock it with an American flaspro?
can i unblock on Honda dealer??
or if we mount an OEM Ecu from European TypeR, we can work with the FlashPro ??
