i have an s300 with the boost control setup wired etc, but my main problem is i noticed the boost doesnt seem to increase or change when i go into the parameters to make changes in the fixed duty cycle,

i have a 9 psi spring with the precison wastegate 46mm and for some reason ill see the boost go to 15 psi sometimes 17, but its not steady boost nore is it increasing based upon the charts

Have you entered the correct duty cycle vs. pressures into the table?
