cold start to driveing a/f

The car does it at random times and I never have the laptop to datalog it.. So when I have to jump in the car and go the a/f never come off of very rich,unless im off the gas. So as im driving it's at like 10-11 and it stay's like that for most of my 20min drive to work. Then it's like the car burps or something then it will go to 15.5 14.8 and everything is good. The temp is 190-195 and it take forever to change a/f.. Anyone else have this problem?
