After a KPro conversion, does Hondata fully test the ECU?

I had a Hondata dealer, Church's, convert my PRB over to KPro. I've only just started the car but noticed during the brief idle that AFR is stuck at 14.7 - always. I've checked the wiring about 100 times and nothing. It doesn't even matter if the sensor's plugged in or not.
My question: After conversion, does Hondata test the AFR circuit as part of checking out the ECU? If so, great, I'll concentrate on finding the problem elsewhere, but because the O2 wiring's so simply, it's starting to look like the problem might be internal. I'm not saying that Hondata blew it up; I'm saying I may have unknowingly sent in a defective ECU to start with, having bought it used.
I suppose it's possible that one of the O2 sensor wiress is broken internally. I fed in a simulated signal and the ECU simply refuses to read anything - always stuck at 14.7. OTOH I'm an EE, so I don't know if that hurts or helps me here!
