Ignition tuning, stock gear based retard justification

Wondering if anyone knows why the stock maps have ignition advance built in to them in 4th and 5th gear. 30% in 4th and 44% in 5th gear seems like quite a bit. I can't make sense of it from an OEM point of view having to do with emissions, performance or otherwise.
Any ideas?
We're getting in to tuning our timing on a p28 D16 turbo and my tuner initially set the compensations to 0 and we're not making as much power as expected, obviously.
We don't have a good reference point of what range is safe in terms of timing now as that compensation could be worth as much as 9 degrees.
