How hard would it be to make a program that resembles an ecu to govern certain engine functions like speed, revs, etc?

Would I even half to make something like this or can I use the stock ecu but with minor modifications.

Could the program tell you when a door is open or when your seatbelt is not connected and also tell you when you are turning, backing up, accelerating to a certain speed through a speaker mounted on the dash?

Could it disable the car until certain safety measures are taken like seat belts, air bags, and doors?

How much would something like this cost to manufacture and is it possible?
