IC13 and IC14 VTEC

Guys does IC14 and IC13 both need to have a Transistor for proper VTEC function? I have a transistor in IC14 only http://technet.ff-squad.com/how-to/ecu.transcheck/

What is IC13 (Right VTEC Transistor Output) used for?

Not sure if this is true im only making an assumption but is IC13 used as a backup for IC14?

Do u have access to your high lobes?

If yes then dont worry about it,if they both exist they run in series anyway.

It appears to be just a case of honda overkill in the original design.
