h22 turbo ignition question

hey guys i have a jdm h22a turbo @ 12psi in my 94 accord. the fuel is all good but the ignition seems conservative. base timing is at 16 and at wide open throttle its holding 22 degrees. can anyone give me a guideline as to where it should be? im tuning on the street so im limited and i know all motors are different. i just need some kind of guidance pls thanks.
