can anyone tell me if the antilag feature in hondata uses static timing to build boost or just regular timing.

You can make whatever adjustments you want in the antilag settings: http://www.hondata.com/help/smanager/launchcontrol.htm

i don't see anywhere in the help file if it is static or regular ignition

Static ignition timing can only be adjusted using a timing light and rotating the ignition. When you set th base timing initially you don't mess with that unless you adjust the cam gears.

Any timing settings you change in the parameters are taken from the table values.
