i know this guy that can get me a sticker but only if i dont have a CEL, but i do have one because my o2 heater ckt high volts, and i also have 550cc injectors, turbo, 3 inch exhaust, s300

you can disable the o2 CEL in the open loop tab if I understand your post correctly.

sorry my question was if my 00 integra which is supposed to have a obd2 p75 can pass inspection when running a obd1 p28 with s300?

It may pass a sniffer test if properly tuned, but will not pass an OBD2 scan tool check.
