OK Spunk finally met with the customer again and took the car to the track.
Wideband sensor went bad so the Af is not correct just fyi need to replace it. we also ran into a vss issue in which we need to trace the wire harness. and think we found a solution to the battery volt problem.
There is a map on waste gate looks like in 2nd gear it hits 10.7psi on gate. Has the same slope as the pwm controller. the boost shouldnt have that long of a slope should it. could this be wastegate issue?
Quickspool worked great held the boost and picked up in second. but please check and see if you see any problems.

YOu are getting much more than 9psi with just the wastegate spring. See what is causing this first and correct it. This may be due to the design of the manifold and wastegate placement.
