Can I Program V-TEC on stock ECU??

i have a '95 accord EX MANUAL TRANS.[SOHC VTEC as u may all know]. I know for a fact that the VTEC opens up at 3,500 RPM's when im cruising and 3,000 RPM's when i floor it. I know this because i tapped the VTEC wire with a light bulb and found out when it opened.

NOW.. my question is. if its possible to tune the stock ECU that i have to tell the VTEC to open a little later. say around 4,200 RPM's or 4,500 RPMS.

No you cannot do this. To use a HOndata system you will need to convert to one of the compatible OBD1 ecus from the list at http://hondata.com/ecus.html. you can tehn use the hondata s100, s200 or s300 depending on what options you want.
