Cel 16 no start

Hello, I followed the flow chart from the crx service manual, and had ended at 45psi at fuel rail, and 12.7 volts at a1, a2, a3 and a5, and 2.5 ohms at each injector. Car drove around the block, pulled back in the garage to address fuel gauge rising to full on its own, now won't start, can't clear code 16. Sound familiar to anyone?

B16 crx, 50trim 440dsm 3inch s300v3. Service manual says replace ecu, JUST got this package from phearable..my stomach sinks at the thought of faulty ecu, can old dry harness issues be the culprit, even though I have power and resistance? I'd love any guidance. Thanks!

What ECU are you using this in?

Do you have a resistor box installed with those injectors?

Is there fuel and spark?

What is the serial number that is on the s300 board inside the ECU?

Yes to both, 40819 on box

Loose connection at distributor jumper, cel cleared, car starts. 30 year old harnesses......
