Partial throttle tuning

How do I go about adding fuel...?... will somebody clarify step by step...?... I have highlighted columns 2 through 7 from like 1500 to 3500 rpms and added 5% fuel but not sure if that is correct way of doing so... also, i know that at light throttle you want to shoot for like 14.7 but a/f wideband reads 16s around 3000 on average.
