Civic SI P0172 HONDA Fuel System Too Rich Bank 1

I need your help to solve this problem.

I have a civic K20z3 2009, injectors bosch 630cc, cams skunk2 stage2. Being stopped I turn on and off the car .. after the third time I get a check with the error P0172 HONDA Fuel System Too Rich Bank 1.
Actions:
1. Replace the oxygen sensor with a new one
2. The car is calibrated in dyno.

The gasoline is within normal 14.5-14.8 in idle
In start 11.0 and a few seconds after normalizes.

The error only occurs when starting the car after 4 times. I then reset it to check and the fault occurs again after the 4th start.

Check your fuel trims. This error means that the long term fuel trims is less than -20%, which shows the tuning is very rich.
