Hot start delay closed loop

Hot start delay closed loop
Has anyone else ran into the issue where your car runs like pooh after you warm start it? My lc2 takes a minute to kick in, untill it does it runs terrible because temperature tells it to go closed loop. When i tuned gm cars there was a time delay before it would go closed loop. Is thier something im missing in smanager?
94 4dr. gsr 201,000 and growing miles running 10lbs from a cx racing turbo.
