From aem ems1 to s300 car wont start

I have a 1996 acura integra gsr , everything is new and rebuilt and car was running fine when aem ems1 was installed. I bought a used s300 from an authorized dealer and I also seen it was working. I bought 2 different obd2a to obd1 harnesses cause I thought the first was bad. Since I installed the s300 the car wont start because the main relay green/blue wire doesn't have any power unless I ground it out. The red light stays on the s300 unless I jump the fuel pump wire to turn the pump on. I checked all fuses inside and outside car, has new main relay. Is there anything else I can check?
When the aem was installed on the obd2a it had the yellow/green wire cut and spliced to the one har ess that the obd1 does that use. I connected it back to where it was supposed to be because it still had the wire there and the car wont start.

I would recommend that you try the ECU on a known working car to see if it works properly first. This will tell you if it is a problem with the ECU or something in the vehicle.
