S300 v3 wiring

I have a s300 v3 in a p28 ecu in a obd1 civic SI with a h22 im having an issue with getting the ecu to activate the nitrous out put side. Yes I did enable the nitrous/ax1 and the other 2 also and changed the activation and the out put pin and nothing. Is there something I'm missing or do I need to have something put on my board like the boost by gear resistors?
