Older car ECUs (OBD 0) did not come with heated oxygen sensors. For many reasons, it's better to run a heated unit with OBD0 ECU if you live near Canada.
The new oxygen sensors are controlled by the ECU, where they are only turned on untill coolant temperature reaches certain value.

Is there a way to have these oxygen sensors on only for the first 10 min of car oparation? I'm not talking about a simple toggle switch but perhaps a timing cicuit or a coolant sensor that could be utilized for this application?

The OBD0 o2 sensors do not need to be heated because they are located much closer to the engine. In fact, they typically work much better than OBD1 o2 sensor, with 2-4 times the number of cross counts per second than an ODB1 engine.
