Unlock issue/problem with buying a used Hondata

Backstory:
I bought a used Hondata flash pro from craigslist. paid through paypal.

My problem:
installed flash pro manager and hooked up the flash pro unit to my computer. says it is locked to a vin number already but the seller says he unlocked it. can you confirm if Serial number:fp-si-us-15432 is locked or unlocked.

Hopefully the Solution?:
i opened a paypal claim to try to get my money back. i'm hoping with your confirmation that the unit is locked. and with an explanation that the physical unit is useless to me without being unlocked. i'm hoping that paypal will return my money.

I have no record of it being unlocked. Without the ECU it is locked to there is nothing we can do. Hopefully PayPal will return your money.
