Check your grounds, especially at the thermostat housing.

k so spunkster if u can help at all, i recheck all grounds i added another ground from the battery to the engine i cant figure this out i pulled the vtec solenoid and housing off and nothing looks wrong there im not getting any error codes , it does it no matter what map i use as soon as vtec comes in it just looses power and does not pull, no mifire or anything just has no pull at all i tuned the low speed map to redline and disabled vtec and it has no issues pulling all threw the rpm band only when i enable vtec it doesnt im loosing my mind here

It sounds like the ECU is grounding through the VTEC solenoid and when it engages it can not handle it and the ECU shuts down/revlimits. This is a common problem with grounds.
Try the ECU in a known working vehicle.

I had a issue like this. Turns out I needed to dial the cams to suit boost (reduced overlap). I advanced the exhaust 4 crank degrees and retarded the intake 4 crank degrees too. From there my F20B wanted to make power on the high speed vtec lobe.
