C51 & C52 empty?

Is there any particular reason Hondata leaves C51 & C52 empty? It seems since Honda outlined them, they should be filled.

They are not needed.

What if i got an already chip ecu with C51 and C52 installed, will that cause any problem if i use it with hondata. Do i need to remove them off the board or it doesn't matter if they stay on, when it comes to using hondata.
