Yes. It appears your settings are the same as the US regional settings, but you mentioned that you have Japanese installed on the same laptop, which may be altering the settings at some point.
I have fixed the problem for the next release. In the meantime, edit the ini as you have been to removed the =NAN entries.

I have japanese input enabled
you use ctrl-alt-tab to enable it and ctrl-alt-~ to change character sets
it is on my desktop and laptop
so should i blank the entries out or put 0s in?
blanking them out just errors the next time it launches - what is the default value?
