ECU HELP!

Is there anyone on this that can help diagnose a no start /no datastream condition. The car failed during a circle track race. Currently No spark/fuel pump/datastream. Parts changed so far
1. ECU with matching ingnition switch/key
2 Dash fuse box (on recommendtion from Honda Dealer)
3 Instrument Panel ( same dealer idea)
4 Under hood Fuse Block

We are using alldata wiring harness diagrams We are not getting bat volts at ETCS Relay, #1 fuse good. This is why we changed the fuse block. We jumpered the relay using a lisle relay tester still nothing. We are starting to get really stumped. I keep going to a back to the box but whats the odds. We are thinking about changing the harness to take it out of the mix. I have the old fuse box on my desk and the lack of bat volts at the etcs relay is really bugging me. I relise this stuff is not for amateurs. We are 30 year ASE masters that need a slap across the face, think. Ideas anyone
