Hondata s300/ running rich(Professionally dyno Tuned)

Current symptoms- Car began to run rich at idle (few weeks after tuned).... all of a sudden after replacing vacuum hoses and began to pull low vacuum readings of 14-16 hg ( reason car a/f's aren't correct... I think). Spark plugs don’t look like a car running a/f of 10s(slightly fouled) at idle from what I was told…they have been replaced several times at different gaps...wiring, sensors, cam timing, ignition timing, leaks, and valve adjustment,replaced cap/rotor,wires, and have sent data-logs to a professional tuner to revise and make sure tune calibration is OK (even pull some fuel at idle and tried to use stock map sensor to see if it was the cause but issue still pertained)... However, after further diagnosing and readjusting vacuum diagram it seem to have fixed engine vacuum from low 14-16s to 18hg at idle. If first tune is uploaded is will still read rich even with higher vacuum readings unless IAC valve plug is unplugged and an updated calibration is used, it will then idle in the 14s(800-900 rpm without stalling) or so... I cannot leave iacv plugged because car will idle high (1300-1500 rpms) and run rich (11-12s). While cruising runs 12-13s and tends to drop to 10s then forced to let off throttle to bring a/f back up to 12-13s and under full throttle runs 10s....(Compression test turn out fine/ 240 +- consistent across*) and car pulls fine besides running rich at idle and under full throttle. Note: There is an error code 10 for IAT sensor and at the time of tune… tuner tuned car with the error code and now that it has been fixed...However, car shouldn't run pig rich...I am having difficulty contacting tuner to re-tune car reason why I want to see if issue can be fixed via data logs through forum...

Without the calibration it is hard to tell what might be happening.
