Hard start after first tune of p28 s100?

I have a fully built NA h22a. Yesterday's first tune was hampered since the dyno wasn't available. My tuner and I made about ten first and second gear passes and then ran out of time.

The motor cranks 4 or 5 times before starting and then runs with a rough low idle. We cleaned the IAC (Skunk2 mani,) checked the spark from an MSD 6AL, verified the current from the resistor.

Initial timing had been set at 20 but he backed it off to 18.

The warmed up idle is 850 rpm with the idle adjust screw pretty much all the way in.

I don't know how he set the duty cycle on the injectors.

What inectors are you using?

Blueprinted jdm 345s.

Also, latter swapped in a stock p13 and the start and idle was fine.

I think there may have been an error with the timing. First off, the service connector wasn't jumped and I think that makes getting the right timing difficult. Secondly, the tuner started the tune with a base setting of 20 advanced. We then tuned and encountered the hard start up. Someone else in the shop suggest back off the timing so it was reset to 18. But like I said, it starts fine with the p13.
