RPM and revving problem

I just have a quick question about a problem I have with my civic revving after coming to a stop.

I have the s300 in my p28 and I am running the d15supercharger map. Now that it is getting colder and colder here in GA my RPM's are crazy high and my thinking is that the car is wanting to get up to proper operating temperature but I have a dual core radiator so the car rarely is running at high temperatures. I've seen the option on sManager to manipulate the RPM's at certain temperatures and I am wondering if it is safe to lower those RPM's or am I on the wrong path?

Are you running a thermostat? If not, you should. If so, check your coolant temperature is over 170 when the car is warmed up.

Once the car is warmed up the car runs perfect and the RPM's stay at 850. I'm just wondering if adjusting the RPM's at different temperatures will fix the problem and if it is safe to do so or if it may be the idle control valve being wacky?
