s trim/ emissions?

I tried to get my car to pass emissions the other day.
It passed every thing but the co/ unburned fuel.
I data logged the first test and failed all.
made the necessary changes on the fuel and retarded the timing set to closed loop and passed all but the co.
I noticed that In closed loop the are fuel is not smooth, it is jagged and doesn't stay on point .
car isn't very responsive ether. i need to know if there is any way to make the closed loop operation work better and not have such a wide swing in afr change?

92 civic si with ls vtec turbo hondata 300 hondata 4bar plx wide band with o2 setup to run narrow band signal off of wide band
880 precision injectors with resistor box
