Rich idle issue

Soo ive been trying to figure out this issue for the past few days. During cold start car idles at 12.1. After ect is around 180 and iats 100s the car still idles at 11 afrs. If I pull fuel from the map it will go lean and bounce up and down from 13.0 to 19.0. I have disable o2 and close loop. I'm running an lm1 for tuning and I havnt Hooked it up to the ecu. Could this be the issue? Heres the specs on my car

Take a look at your fuel compensation table when you first start the vehicle, it may need adjusting.
