Idle comes down slow.

I just had my car (96 civic na b18c setup obd2-obd1 conv, jdm p30 ecu w/s100) re-tunned and now the idle seems to come down in steps, coasts at 1400rpm then I stop and it steps to 1300>1100>1000 to 900 (my target idle speed) It holds target idle fine once it gets there, but I cant figure out why its stepping down like this? I've checked, tps-0.45v, iac-clicks with 12v. anyone have any ideas?

In RomEditor you need to move the idle control slider to the left. This controls the feedback from the rpm/target rpm/idle valve duty/rpm rate of change to the idle valve duty. The slider position is different for every setup.

I tried altering the IAC duty cycle down to several differnt points with no success.
I did however fix the problem I swapped my OBD2 IAC valve for an OBD1 IAC, it seems the port hole in an OBD1 IAC valve is a considerable amont smaller than that of an OBD2 IAC (lets in less air) Now it idles great. thanks for the suggestions.
