Modified P28 and Hondata... total cost?

Hi Everyone, I'm trying to figure out the total cost of converting my P28 ECU. Here's the story (sorry, I'm really long-winded, but I don't like to leave out any important details that I may have):

I have a B16 motor that came with an ECU that didn't work properly. VTEC didn't engage and the rev limiiter was set to 7k. I had my friend who is a Honda Technician look at it, and he told me to get another ECU, and that he could modify it so I could use one of those programs like those floating on eBay. I get the ECU, get a Skunk2 program (which I love, but it runs too rich for my taste and I think I should get better gas mileage than that, even with a GSR transmission), and he goes to work, modifying the ECU to accomodate the chip.

Now that the ECU has this modification done to it, after a year and a half I finally decide it's time to go with Hondata since that's what he runs in his car, and he showed me all the neat stuff he's able to do. Plus there's that catchy saying, "Nothing idles like a Hondata." I call up the local Hondata dealer to see about getting it installed, and they said that they'd have to send my ECU to Hondata for more modification so they can hook up a computer to it to dyno-tune the car.

Is this normal procedure? If so, how much am I looking at here for the S100? So far, I see $245 for the S100, $65-$75 for shipping, and about another $100 for the Dyno. But they threw in this extra part that I can't find anywhere that they said Hondata hooks up so that it can be connected to a laptop, similar to something found in the S200 with the connector, but embedded into my ECU? Has anyone else heard of this before? I think they're adding an extra step that's not necessary. If it is necessary, does anyone know the average cost of that procedure? That's the only thing I'm missing from my "formula." Also, will Hondata charge extra to re-modify my ECU to get it to work with their product?
