hesitation @ 3000rpm

I'm experiencing hesitation around 3000 rpm. Only at part throttle, especially when applying the throttle quickly. Try bumping up the timing but the problem still persist. Was wondering if anyone else in this forum experience this problem and what was done to solve it?
