Capacitor Spec for S300; having solid CEL issues

I recently socketed a P28 ECU for an S300, I have done this in the past successfully. Problem is, I am getting a solid CEL. Have checked the S300 board and it works fine on another socketed ECU. If I cut J1 the CEL goes away. Clearly there is a problem somewhere in the socketing.

I noticed that this particular S300 shipped with a 220uF 35V capacitor (same as stock)

My other S300 shipped with a 220uF 50V.

Could this incorrect capacitor be causing the problem? Or should I be looking elsewhere?

No, the voltage is just the maximum voltage the capacitor can handle.
