My first thought would be to check out all the wires/connectors going to the TPS and see how it performs with engine off, just going through open/close throttle movement.
Anytime TPS drops to 0%, the injectors will go into fuel cut mode (ECU thinks you are coasting and shuts off fuel). So I would say the TPS is the root of the problem, and injectors are just obeying the throttle command.
Check for loose / corroded connectors, cut wires, etc. If the TPS can't move smoothly through the range while the engine is off, or there is one specific spot where it always drops to zero, then the TPS itself may be bad.
