S2000 AP1 with KPro - Can not command more timing in vtec?

I'm tuning an S2000 AP1 with KPro. I just got done mapping out fuel and timing in Low Cam, verified logged timing with what I had commanded. Moving on, now I'm tuning High Cam, I'm done with mapping fuel. Next I want to tune timing. I add more timing in the High Cam Map, do a pull, and go back to reading the logs, I knoticed that the timing is following some other map. I add even more timing, same 21-23 degrees of timing at WOT. I checked over what base map I was using, correct PRA. Checked VTC, it was off. Turned VTC back on and copied all cam angle map to what I was current running, then turn it off. Tested it, same results. I tuned tons of KPro RSX before. This is my first KPro S2000, the ecu was purchased from Hondata, preconverted. Is there something else special about this conversion that I'm not aware of? This engine is also a custom F24C if you're wondering why I need more control in VTEC.

The engine is not warm. The highest the ECT gets in the datalog is about 30 degrees.
