S200 Problem.. CEL is on

I have a 99 Si with the S200, Drag Gen3 turbo kit, wiseco 9.0:1 pistons, eagle rods, so on.. but heres the problem. The CEL stays on. I can't rev past 4000rpm. Its like hitting the rev limiter when i get up to there. When we checked the code, it didn't flash. The light would just stay on. Does anyone know whats going on?

You are in limp home mode. Make sure the ROM is installed correctly and facing the right direction. If you have access to another socketed ECU, try it out to see if you might have bad solder connections...you may need to reflow your solder joints.
