ECU malfuntion p1607 HELP!!!

96 hatch with k20a2.
So i started my car to go to work and the rpm's shot up to 5grand and then had a very rough idle so i let it warm up and then started to work and the rpms wouldnt drop btwn shifts and the cel came on. and the speedo was either at 0 or just bouncing around. (on another note i have been locked out of 6th gear since i bought the car, well the reverse lockout quit working this morning too and now its letting me in 6th.) so i check the light and it was ecu malfuntion. so i erased the ecu and reuploaded the map and the cel didnt come back on but it still ran sketchy, but i tried to start it just now and it wont start it just turns over and the fuel pump never shuts off. does anyone have any thoughts, ideas, or comments on my problem. if You need anymore info let me know. thanks for your time.

Ok so i figured out my problem. Rain water had leaked in through the top plugs on the ecu. there is very little water so i blow dried it out gentley. hopefully it will work.
