rack and pinon keeps braking

i have a 89 civic hb and i recently lowerd it and it was ok for a wile but then the rack broke so i replace it and it broke again. i then noticed that the tie rod is mounted ontop of the spindal causing it to put alot of stress on the rack and making it brake so my guesstion is if there is anyway to flip the tie rod and mount it on the bottom or could i use a spindal off a newer civic....
