S300 wont let me rev past 2000 rpms?

I have a B20 vtec setup with a gsr head and b20z2 bottom end in a 93 eg hatch dx. Now I just got the s300 in a p28 ecu, my original ecu was a chipped p06. When i hooked up the p28 with s300 it wont let it rev past 2000 rpms, but when i put my original chipped ecu in it runs fine but it shoots a code 7 (TPS). But when i was datalogging i noticed that it shows tps % when i rev it in neutral not moving, but when i go to start driving the tps reads 0%.

It sounds like you have a problem with the wiring or the TPS sensor.

Ive checked the power wire(red/blue) on the harness to the tps while the engine off and when i open the throttle all the way it reads 3 volts

closed should be .5v and open should be 4.5 v
