I bought a used Hondata S200 from a buddy. Serial number from the S200: S200-4071.
What I wanted to know:
1. I'm running a P28 chipped ECU with an H22 basemap. Is it safe for me to plug in the S200 blue box into my P28 chipped ECU and drive it? or is there other software/program needed to get my car to run right using this S200 in my car?
2. Do I need the Hondata launch control clutch switch to be able to use the 3-step?? or is it all in the S200 blue box??

Unless you have someone create a Hondata basemap and then tune on the dyno with the s200, it will not help you in any way.
Yes you would need to wire in the appropriate inputs to allow the 3 step to function properly. You will need to talk to your tuner about how they wish to set this up.
If you plan to tune yourself you will be much better off just upgrading to the s300 as it will be much easier to use, has more features and will be chepaer than buying the additional items needed to tune with an s200.

Can any legal tuner that can tune Hondata do it for me when I got get my car dyno & tuned to run this unit with my setup? or does he need a certain Hondata USB cable from me to datalogg?
