Help! Car wont rev over 3700 rpm!!!

hi :
i am new on this forum.
my setup is:

EK with
b16a with type r head.
apexi p18 kit.
255 walbo.
650cc inj.
hondata s300.
obd2a -> obd1 harness.

Car wont Pass 3700 rpm!!! (i tried on gear,not on gear,floor gas,part gas.)
I got a Crank angle sensor CEL.but cant fix the code.

i tried change distrubtor. not work.
i tried change back to stock ECU,car can rev to 8k even with 650s.(just test ,for sure car make lots of black smoke coz of runing rich)
i tried upload other map with similer setup,still cant pass 3700rpm.

what should i do now... lol...should i check my harness see if it got mixed wires?

Considering the fault disappears when the conversion harness is removed,that would be the first thing i'd check.

Try the ECU in a different car without the adapter harness.

it was a wire from distrubor mixed.
