How to check S200 serial port is communicating with a laptop

I have an S200. I think I have datalogging enabled because I purchased S200 with datalogging. yet I have tried several laptops and updated hondalogger programs and never connected yet. The store I bought it from and Hondata checked my serial number and say datalogging is added. I Tried new serial cables, disabled fifo buffers under com port properties and everything. RomEditor version 3.5.4 cant connect either.
This really sucks. How do I check if datalogging is even enabled? maybe I got ripped off and its not enabled? Maybe my S200 box is corrupt?
