Completely baffled

It seems to be the only way I can get it to idle without bouncing.
But that's beside the point.

Without a datalog showing what is happening it's nearly impossible to speculate what is going on.

I cut the caps off, and all weirdness went away.
Closed loop works properly, offset isn't drifting.
Granted, my datalogs are kinda noisy, but the short spikes aren't enough to throw anything off.
Guess I'll just leave it this way.
