Try the ECU in a known good OBD1 car. It may be your adapter harness.

What is the battery voltage when cranking?

My bad ground was actually on the neg battery cable, between the fender wall, and the block.
So, basically, it was missing the block ground. It started 1 time, and then started doing the buzzing from then out, and wouldn't start.
